Goods and services, or friends and family?
Friends and family is for sending money to people you know. Receiving it is free, and sending it from a balance or bank account is free too. Paying by card costs the sender 2.90% + 30¢.
Goods and servicesis for paying for something. The seller pays the fee, and the payment can be eligible for PayPal's purchase and seller protection. If PayPal charged you a fee to receive money, the sender chose goods and services.
For selling software or a subscription you want a business account and PayPal Checkout, which is priced at 3.49% + 49¢. The payment fee comparison puts that next to Stripe and the merchants of record.
PayPal costs more per sale than Stripe.
On a $100 checkout sale PayPal takes $3.98; Stripe takes $3.20 on a US card. The gap comes from both the higher rate and the 49¢ fixed fee, which weighs most on small prices.
Some customers only pay with PayPal, so many SaaS teams offer both: PayPal for those customers, Stripe for cards. Neither handles sales tax for you. See the Stripe fee calculator for Stripe's US, EU and UK pricing.
